docs(compliance): add docs/compliance reference examples and README

Adds docs/compliance/ as the canonical onboarding reference for the compliance module, covering every field in each generated YAML artifact with inline annotations and explaining the docs/compliance/ (examples) vs compliance/ (live artifacts) split.
